He was born in 1897 in the village of Novo-Yurty, Omsk region (present- day Parfenovo). His parents died early, and he was brought up by his relatives. In the summer, he fished for floating wood on the Tura river, that was his earning. He went to study at madrassas in winter. In 1915, he went to the fields of the First World War after the revolution, later he participated in the Civil War and only in 1920 returned home, graduated from the pedagogical school. In 1922, Tukhvatulla started working as a teacher in the Salairka village, and since 1935 in his native village. For his ability to find an encouraging word and approach to each student, he was respected not only by children, but also by the adults. In 1942, he left the peaceful work of a teacher and went to war, participated in numerous battles, received several injuries, and returned to his teaching position as a disabled person of the 2nd group of disabitity in 1945. For his military work, Tukhvatulla was awarded the Order of the ""Patriotic war of the 1st class"" and several medals. In 1947-48 he was a teacher in the Lower Tarmans village.Since 1965, he lived in Tyumen and worked as a district inspector for many years.
