After finishing three grades of school, he worked in a cartel. Later, he graduated from a vocational school and worked first in a factory, then in the gold mines. In August 1942, Permyakov was called up to serve in the Workers 'and peasants' Red Army. Graduated from courses of mechanics-drivers. Since June 1944-on the fronts of the great Patriotic war, enlisted in the crew of the guard Lieutenant Oleg Matveev. In the fighting, he was wounded three times and concussed four times. By January 1945, guards senior Sergeant Vladimir Permyakov was a tank driver for the 49th guards tank brigade of the 12th guards tank corps of the 2nd guards tank army of the 1st Belorussian front. In that battle, Permyakov's crew destroyed 37 cars, 18 wagons, 3 planes, about 50 enemy soldiers and officers, and captured a railway train. On February 5, 1945, Permyakov was seriously wounded in the battle and was carried out by a comrade from the battlefield.
