Yakov Arteev was born in the family of a collective farm worker in the village of Bakur, Izhemsky District of Komi ASSR. He graduated from the veterinary technical school as a zootechnician in 1935. He was sent to work in the Shapkinsky Reindeer Herding State Farm of the Nenets National District of the Arkhangelsk Region. He got marryed to Miropia Roch on December 16, 1914. He had three children, Evalia, Michael, Galina.
